Stefan Mihartescu

Ştefan is a Managing Associate with Reff & Associates and serves clients primarily in Tax Controversy practice. Before joining Reff & Associates, he has been an attorney at law within another Big Four affiliated law firm. During his past collaboration, Ștefan was involved in complex litigation projects arising from various ranges of industries such as utilities, infrastructure, real estate, food, gas and oil, pharmaceutical, defense and security.

With over 10 years of experience, Ștefan’s dispute resolution background includes legal assistance and representation of major national and foreign companies before Romanian authorities and courts of law in a wide range of civil, commercial, administrative and tax litigation, with a special focus on public procurement disputes.

Ştefan holds a Bachelor’s Degree in Law from the Faculty of Law, University of Bucharest and, in June 2015, completed the courses of a LLM in Public procurement, concessions and public-private partnership at the same Faculty. He has been a member of the Bucharest Bar Association since 2014.
